Robert Hourmont’s Complaint
On 10 August 2026, Robert Hourmont submitted a complaint concerning Olivier Ben D. Brasseur and DIP IT SOURCES LIMITED.
In his complaint, Hourmont stated that he had been working for DIP IT SOURCES LIMITED as a Sales Representative.
According to his account, his activities included visiting customers, presenting products, taking orders, delivering products and collecting payments.
He also stated that he had been promised assistance with obtaining a Thai visa and work permit.
The complaint contains Hourmont’s own account of his relationship with the company and the events that he says took place during his time in Thailand.
The Work Arrangement
According to Hourmont’s complaint, he first discussed working with Olivier Brasseur in early 2026.
He states that an agreement was discussed and that he subsequently began carrying out activities for the company.
Hourmont claims that he was involved in sales and deliveries and that he personally delivered a significant portion of the company’s products to customers.
He also states that payments from customers were either handed directly to Brasseur or transferred into Brasseur’s bank account.
These statements are taken from Hourmont’s complaint and represent his account of the arrangement.
The Visa and Work Permit
A significant part of the complaint concerns a Thai visa and work permit.
Hourmont states that he was told that the necessary visa and work-permit arrangements would be handled and that a BOI appointment was expected in June 2026.
According to his complaint, he continued carrying out activities for the business while waiting for the required documentation.
He later alleged that the arrangement changed and that the relationship with the company deteriorated.
The company subsequently disputed this account and stated that any employment arrangement was conditional upon Hourmont first obtaining the required visa and work permit.
Unpaid Wages
Hourmont’s primary claim concerned unpaid wages.
According to the complaint, he believed that he had been working for the company and was therefore entitled to salary payments.
The complaint also refers to additional expenses that Hourmont says he personally paid while carrying out activities connected with the business, including petrol and food.
He further stated that he had provided a 60,000 THB personal loan to Olivier Brasseur and that 10,000 THB remained outstanding.
The Amount Claimed
The Labour Inspector’s order records the following wage and notice-payment claims submitted by Hourmont:
- Wages from March 2–31, 2026: 273,333.33 THB
- Wages from May 1–31, 2026: 80,000 THB
- Wages from June 1–3, 2026: 4,000 THB
- Payment in lieu of advance notice: 154,666.67 THB
The total amount claimed for wages and payment in lieu of advance notice was recorded as 316,000 THB.
Hourmont’s wider complaint also referred to other matters, including the alleged outstanding loan and expenses.
The Company’s Response
DIP IT SOURCES LIMITED disputed that Robert Hourmont was an employee of the company.
According to the company’s submission to the Labour Inspector, an agreement dated 12 February 2026 stated that Hourmont would only be hired after legally obtaining the necessary visa and work permit.
The company stated that no formal employment contract was to be completed before those requirements were fulfilled.
The company also stated that Hourmont was in Thailand on a tourist visa during the relevant period and did not have a work permit.
It therefore disputed the existence of a legal employer–employee relationship.
The Labour Inspector’s Investigation
The Chonburi Provincial Office of Labour Protection and Welfare investigated the complaint and reviewed the evidence and statements provided by both sides.
The Labour Inspector considered the agreement relied upon by Hourmont, the circumstances surrounding his activities, and the applicable provisions of Thai labour legislation and the Civil and Commercial Code.
The investigation specifically considered whether a legally recognised employer–employee relationship existed between Hourmont and DIP IT SOURCES LIMITED.
The Official Finding
The Labour Inspector concluded that the agreement relied upon by Hourmont was subject to a condition precedent: legally obtaining a visa and work permit.
According to the order, that condition had not been fulfilled.
The decision states that Hourmont held only a tourist visa and did not possess a work permit during the relevant period.
The Inspector also found that DIP IT SOURCES LIMITED had not exercised supervisory authority, formally assigned duties or established working hours in a manner sufficient to establish an employer–employee relationship under Section 5 of the Labour Protection Act.
The official finding was therefore that no employer–employee legal relationship existed between Robert Hourmont and DIP IT SOURCES LIMITED for the period in question.
The Result
Following the investigation, the Labour Inspector issued Order No. 1257/2569 on 21 August 2026.
The order states that:
Robert Hourmont was not entitled to wages or payment in lieu of advance notice from DIP IT SOURCES LIMITED.
The wage and notice-payment claims were therefore not awarded by the Labour Inspector.
The order also states that if either party was dissatisfied with the decision, an appeal could be filed with the Labour Court within 30 days from the date of receiving the order.
If no appeal was filed within that period, the order would become final.
Claim vs. Official Finding
The documents show a clear distinction between the original complaint and the subsequent official decision.
Hourmont’s claim:
Hourmont stated that he had worked for DIP IT SOURCES LIMITED and claimed unpaid wages and payment in lieu of advance notice.
The company’s position:

The Labour Inspector’s finding:
After reviewing the evidence, the Inspector concluded that the required employment relationship had not legally come into effect.
As a result, Hourmont was found not entitled to the wages or payment in lieu of advance notice claimed from DIP IT SOURCES LIMITED.
